In the list we can see practically all the devices of 2019 and 2018, with small exceptions such as the Galaxy Tab S6 (which is expected to upgrade to be the best tablet of Samsung). In recent months, we have been tracking something called “APEX” in AOSP. APEX, or Android Pony EXpress, is a new type of package similar to an APK. However, instead of hosting an Android application, APEX hosts a native or class library, precompiled code that can be called by Android applications, HAL (Hardware Abstraction Layers) and Android Runtime (ART). Like the APK, APEX packages can be served to users through traditional Android installation methods: the Google Play Store / Package Manager or ADB.
APEX modules can be used much earlier in the boot process than APK-based modules. They are also supported by dm-verity and Android Verified Boot for added security. Mounting the payload images in the APEX package requires the Linux kernel loop driver. The devices need the Linux kernel version 4.9+. APEX package management requires the new APEX daemon, introduced with Android Q. Although devices running to Android Q with the Linux 4.4 kernel support APEX (like Google Pixel 3), OEMs need to merge additional patches for the make it work. In most cases, only devices launched with Android Q will support Project Mainline.
GNU / Linux distributions have long been able to update system components regardless of full system updates, but Android has always needed a system update to update them. Google has chosen not to distribute these packages using traditional Linux package management systems such as dpkg and rpm, as they do not protect packages after installation using dm-verity.
Because device manufacturers take a long time to deploy updates, many devices may have outdated system components for days, weeks, or even months. By distributing these components as APEX packages, Google can bypass the long wait for OEMs to deploy a system update.

However, Google does not exercise full control over all components of the system. The company worked with OEM partners to select a set of system applications (as APKs) and system components (as APEX packages) to be modularized to improve the security, privacy and consistency of all users with devices running Android Q. Although Google did not tell us exactly how they created the initial system component set, they provided us with a list of system components for devices running Android Q. can be updated by Google:

Immediate updates to Conscrypt, the Java Security Library, and media components, which “accounted for nearly 40 percent of recently fixed vulnerabilities,” will make Android devices safer. Authorization controller updates will improve privacy. Standardizing time zone data will be useful for keeping Android devices around the world on the same page when a country decides to change its time zone. In addition, game developers will benefit from the standardization of ANGLE.
Google is starting with these system components, but could add more in future versions of Android. Of these 13 components, Conscrypt, time zone data, media codecs, and support frame components will be delivered as APEX packages. The other 9 components are APKs of the system. Although APEX and APKs are deliverable via Google Play, updating an APEX package requires a reboot. Google has not yet shared the UI feed to find out how this will happen, but once devices start getting started with Android Q, we’ll probably learn more about the Project Mainline and APEX packages.
